The area of this County is 1,427.59 square kilometers and the population was 563,104 at the end of December 2022. There are 1,683 registered factories and 654 of these were listed as air pollution control factories in 2022. The total VOCs emission was 4,978.45 metric tons. The main sources of emission are from the manufacture of electronic components, chemicals and materials, plastics and rubber products, man-made fibers, cement production, and power supply. The main industrial activity takes place in the Hsinchu Industrial Park and the Hsinchu Science Park. The Hsinchu Industrial Park has 282 factories and the Hsinchu Science Park has 162 factories (49 with emission control). Of these, 331 factories use high-risk substances that can cause air pollution. The overall VOC reduction volume for this 2022 project was 130.348 tons/year, out of which 105.59 tons/year were leaking reductions from the petrochemical industry and service stations, respectively, detected by using infrared light. Reductions of 3.121 tons/year were detected with the air-fuel ratio detector from service stations and 0.447 tons/year were reductions from checking the components of equipment, were detected with FID. For service stations and the leakage of the service stations by using infrared gas imaging instruments. It is recommended that the infrared gas imaging instruments should be used continuously within this jurisdiction area for detecting leakage to those industries with heavy emissions and service stations. Each item of work achievement is briefly described as follows: We had checked 112 factories at the end of December 2022. All the factories can be approximately classified as Semiconductor industry, Optoelectronic industry, CD industry, Processing of Other Fabricated Metal Products, External Coating, Electronic Parts and Components, Printing, Tire and so on. This project had completed checks of total 112 factories-times, including sectors such as Semiconductor industry, Optoelectronics, Compact Disks, Metallic Product Processing, Surface Coating, Electronic Parts and Components, Printing, Tire Manufacturing, and others. The total VOCs emission from factories that had been checked was 4,978.45 tons/year in 2022. Besides, all pieces of equipment and components, storage tanks and loading facilities of public and private locations within this jurisdiction area had been checked for inspections. For this declared equipment and components of the petrochemical industry within this jurisdictional area, checks were made to 4,060 components. A total of 2 leak sources were found at 3 factories (net value of checking over 1,000ppm) with reductions of 0.447 tons/year; 9 instances of factory performance verifications of activated carbon adsorption equipment were completed. 5 public and private locations had completed their improvement with reductions of 21.19 tons/year. Total 77 service stations were checked using the air-fuel ratio detector in 2022 (total 1,705 fueling guns). A total of 1,089 fueling guns were checked randomly. 1,078 fuel guns were checked “PASS” at the first check, with a first-time 98.99% “PASS” rate. 11 fuel guns were checked “PASS” at the second check, with a second-time 100% “PASS” rate. Reductions totaled 3.121 tons/year. This detection work was conducted according to the methods set down by the Environmental Analysis Laboratory. This year, SGS has been commissioned to implement water VOCs concentration detection, emission channel NMHCs detection, odor determination, and emission channel volatile organic substance qualitative/quantitative analysis work. Chi Mei Inspection Tech Co Ltd has been commissioned to implement emission channel NMHCs detection and odor test analysis. According to public petitions at the end of December 2022, 28 checks were made for derived unpleasant orders. There were 15 instances of pipes being checked for NMHCs of VOC discharge pipes. However, it was difficult to check components, storage tanks, and the loading process during the petrochemical manufacturing process. A total of 59 hours of monitoring had been completed for service stations using the infrared gas imaging instruments, with a total of 26,628 points-times of equipment and components, out of which 30 points were detected having leakage: 1 points-times for component leakage, 11 points-times for non-components such as, storage tanks, loading areas, recovery facilities, and related connecting equipment, 18 points-times for service station equipment. After troubles had been completed correcting by factories, reductions were estimated based on the EPA’s emission data of equipment and components. Reductions detected by infrared gas imaging instruments totaled 105.59 tons/year. In this fiscal year, Industrial Technology Research Institute (ITRI) was commissioned to confirm and check the kinds of discharged pollutants, with a total 2 times of CC-FTIR, to understand the types of discharged pollutants from a fixed source. Subsequently, experts and scholars were also invited onsite to visit to examine and confirm the pollutants. In so doing, the implementation of factory pollution prevention had been strengthened. In this fiscal year, the screening principle for examination and confirmation mainly focused on dissipation from manufacturing processes in factories and giving guidance to poor performance of those preventive facilities. Additionally, for the discharge of pollutants from factories, guidance was given to new pollution preventive facilities or to increase the performance of the preventive equipment. The results obtained each month under this project will be posted on the project website before the 5th of the following month. This year, 10 LED displays will be set up at gas fueling stations where the gas use is high and public awareness of the “automatic stop is the best” habit is low. This will promote the “automatic stop when fueling” policy and reduce the escape of gas at gas stations.
